Rafael Olegario Ugarte Vial (1883 – 15 May 1968) was a Chilean politician who served as a member of the Chamber of Deputies of Chile.
A member of the Conservative Party, he represented Ovalle, Combarbalá and Illapel from 1912 to 1915. During his term, he was a member of the Permanent Commission of Government.
Ugarte died in Santiago on 15 May 1968.
